Since20019·11event happened,"the war on anti-terror" became the core target of the US foreign policy. In order to strike the terrorism, the Bush Administration proposed the anti-terrorist strategy plan, which divides into three parts:the attack terrorism, to deal with the weapon of mass destruction and to make the first strike. In order to serve its purpose, the US has started the Afghan war and the Iraq War. To the Obama administration, its anti-terrorist strategy gave up the concept that is called "the war on anti-terror", and changes the center of anti-terrorist to protect the U.S.A metropolitan. The new strategic emphasis multilateral principles, strive for the ally and international society’s support; The reduction counter-terrorism attack scope, strives for in the middle east country to support. However, the Obama and Bush administration as well as successively hold the modern American president’s national security strategy to be the same, that is must greatest degree maintain the US benefit in the global world. The research to the Obama Government and Bush Administration’s anti-terrorist strategy have the vital practical significance to the China-US diplomacy, China’s local relations, and is significance to the Chinese counter-terrorism strategy.
