The human has accompanied the concept of nuclear terrorism since the birth of nuclear weapons.In 1945,the United States invented the world's first nuclear weapons before Germany and bombed in Japan.They showed super destructive power,great lethality and extremely strong psychological terror to whole world and encouraged more countries to pursue such weapons.After the Cold War,with the disintegration of the Soviet Union,the deployment of nuclear weapons,nuclear materials and nuclear technology personnel facing great challenges due to the lack of unified management,thus leading to nuclear weapons and nuclear device theft and the proliferation of nuclear technology and other issues in the countries of the former Soviet Union space area,The pursuit of nuclear weapons by state and non-state actors provides the conditions that make the world nuclear security environment more vulnerable.And non-state actors such as terrorist organizations are also growing at this time,they have dissatisfied with the existing terrorist means,began to seek other ways which can provide more bargaining chips,such as nuclear terrorism.Nuclear terrorism began to convert from the state actors to non-state actors,who a great threat to world peace and stability.As the world's first nuclear-weapon-producing nation,The United States has noted the potential threat of nuclear terrorism since 1945,and the previous administration has taken some necessary controls.But the "9 · 11" incident broke the United States absolute security myth,also to break the traditional imagination of the extent of the destruction to non-State actors can make.Prospecting of prevention to combine terrorists with nuclear weapons and other kinds of Mass Destruction Weapons,the Bush administration quickly re-identified the US security environment and real threat,regards weapons of mass destruction fall into terrorists as one of the most serious threats for the US national security,After confirming the security threat posed by nuclear terrorism,the Bush administration put forward a series of anti-nuclear terrorism policies,initially building an international anti-nuclear terrorism alliance and the international legal system framework.When Obama took office,on the one hand,he inherited and developed nuclear terrorism awareness of the threat of the United States,regards the nuclear terrorism as the most urgent and most serious threat to the United States,and accelerated the process of building anti-nuclear terrorism international regimes.On the other hand,he has also adjusted the anti-nuclear terrorism policy of the United States to reverse the international image of the Bush administration,which is damaged by unilateralism,and dominate the international cooperation against nuclear terrorism.The US National Security Strategy Report is the most important and authoritative text to study the national security strategy of the United States.It is the major carrier of the anti-nuclear terrorism policy.Compared with the Nuclear Posture Review Report and the Quadrennial Defense Review Report,it's more timely and comprehensive,so it is the best choice to study the US anti-nuclear terrorism policy.The purpose of this paper is to formulate the four national security strategy reports issued by the Bush administration and the Obama administration,and to make out the continuation and adjustment of the two governments' anti-nuclear terrorism policy,then explore its causes and analyze the impact of anti-nuclear terrorism Policy on the World.
