China’s early westernization movement in modern times is a reform movementof “self-improvement or self-rescue”. This movement is under the signboard of “ToLearn the Advanced Technology from Foreign Invade and Then Counterattack Them”and “Chinese Learning for System, Western Learning for Technology”, taking thefirst step for China’s modernization.As an important part of China’s Westernization movement, the settlementmovement which was spung up in the end of1870s is the significant signs of thewesternization movement which has engaged in a renewal stage deeply.Since Guosongtao ambassadored to UK in1878until Sino-Japanese war breakout which means Westernization go bankrupty, Late Qing governmet had to send abig mission to European countries,American countries, and Janpan, there are morethan twenty envoys. This is a group which has always across between western worldand eastern world and deal with foreign affairs specially.The reason why the envoys had their special status which is they are traditionalbureaucrats and they experienced the civilization of capitalism personally andeffectively.At the forefront of academic culture of chinese and western culture, they performtasks or duties by themselves. Although their experiences not necessarily equally, theexperiences they shared had prompting their own mind to great changes.They have active thoughts not only because of their role are chinese governmentofficials,but also a student whom seeking for advice from westernward or a scholarsconfirm chinese and western culture at the same time. They survey all the point ofview and exacerbating their challenge and criticize traditional confucianism.In the comparison between chinese and western culture, they pervaded threemodes of thinking and exprounded new proposal on the basis of these thoughts.
