Envoy Mediating Diplomacy (EMD) refers to the high-level diplomatic activities conducted by special representatives, who are appointed by chief of state or head of government or certain international organizations and are sent to another nation or international organization, for the purpose of promoting the peaceful resolution of the international or civil conflict, by means of assisting in, participating in or directly intervening in the negotiation between the parties of conflict. The special envoy, with the full authorization of the head of state or the international organization, being the mediator, can directly get contact with the high-level officials of relevant parties, which is conducive to the efficient and quick solving of the conflict. At the same time, the EMD has high degree of flexibility. It can be made public to show the diplomatic gesture of the country or the organization while some sensitive negotiation can be conducted secretly.With the increasing of contacts among nations, regional conflicts or disputes may bring direct or indirect impacts to other countries, and may even lead to change of the geographical situation of the whole world. So countries are prone to assisting in mediating to promote the peaceful solution of the conflict. While considering the high sensitivity of some conflicts or disputes, countries would send out special envoys as mediator, thus the EMD came into being and developed quickly. The U.S. EMD develops fast and is more representative.China appeared the basic form of EMD in ancient times. With the establishment of the Tributary System, as the Patriarchal state, China helped in mediating the conflicts among its Vassal states. However, after China was reduced to the semi-colonial and semi-feudal country, China itself became the object of mediation and even became ignored or bullied.With the founding of the PRC, though starting to develop its EMD late, China now has three permanent mediating envoys, respectively in Middle East, North Korea and Darfur and China's EMD is developing toward institutionalization. China actively developing its EMD, is in accordance with the situation of China itself and also with the expectation from the international society.With the expansion of its national interests and its international strategic presence, China should be more active in participating in the resolution of all conflicts in the world by means of EMD. China should also establish the talents tanks for mediating envoys for the continuous development and the institutionalization of the EMD.
