Although the relative existing rules cover allkinds of domestic employers, they haven’t paid extra attention to migrant workers.The rights of those people haven’t been properly protected by such laws in practice.The current situation suggests that employment injury insurance does not changethe poor working condition of migrant workers as well as the security consciousnessof employers, even those workers themselves. Migrant workers and high-risk industryare usually been ignored during the process of employment injury insurance. Lowcoverage, low maneuverability and lacked supervision, root in the irrationality oftraditional domestic social structure, the shortage of supporting facilities and the weakconsciousness on right-protection of migrant workers, are the biggest problems on thisissue. If the status continues, it will harm social justice and economical development,as well as the stability of the whole society.The insufficient of protection for migrant workers in employment injuryinsurance system rings an alarm on the development of domestic social welfaresystem. It is urgently needed that we should paid more attention to this problem.Relative laws should be perfected gradually under several principles such as socialjustice and so on. Of the modes developed during practice, the mostly accepted one isto subsume migrant workers under the group of urban workers’ employment injury insurance. The legislation should pay special attention to migrant workers on everyaspect of employment injury insurance, especially on procedure, paying andcompensation. It is believed that all-round social welfare system will be realized inthe future.
