The power struggle between federal government and local governmentsstands out as the significant feature and the sickness of Canada, ever since thefoundation of this country. In theory, it is reasonable that the local governmentsstrive for political, economical, natural resources, educational and linguistic rights,as a federal state, the moderate reservation of these rights will contribute to thesound development of the country. Nevertheless, the local governments are sopowerful that to some extend they overtopped the federal government. The loss ofsupreme power and authority has a negative impact on operating of the stateapparatus and raises the possibility of secession. And the federal government hasnever get a satisfied result, although it has made great efforts to get rid of it.The first part of this thesis relates the fights(from the secession from theunion movement of Nova Scotia to the Quebec independence movement in1990s)between federal government and local governments in chronologicalorder, meantime, makes a description of the course that how the province get moreand more power and how Canada gradually become a decentralized federal.Then this thesis give explanation on the reason why Canadian federalism gofrom centralized to decentralized federal, from the perspectives of justice, politicsand economy. The judicial reasons include the constitution and the Supreme Courtreasons; the political reasons include the Senate, House of Representatives, partiesand electoral system reasons; the economic reasons include financial and taxsystem and economic policy of federal government. The last part elaborate theexertions that all Canadian sectors made to avoid the negative affect of thedisintegration situation.Rome was not built in a day, the low level of centralization is formed in along period of time, based on its own national situations, but with the progress of political and material civilization and the different social sectors’ working together,Canada will usher in a better future.
