Current patent technology transfer consists of four main bodies, respectively enterprises,universities, research institutions and authority groups. The order is accordance with theirnumbers and frequency. According to the development of2011knowledge patent work andthe description to national creativity regimen building in “Twelfth-five Plan”, a newtechnology creative system with main body of enterprises creativity and supported fromuniversities and research institutions is now in building. In this frame the universities andresearch institutions possess special main body, so that numerous distinctive points are existedin technology transfer and patent utilization.Taking the above as the background, this paper concluded universities and researchinstitutions as research institution unit, extracting their patent technology transfer that isdifferent from enterprises, and describing their intrinsic characteristics of their main body.Firstly, based on quantitative analysis, this paper implemented deep extraction and conclusionthrough technology transfer and basic conditions definition, based on scientific statistical dataand combined with typical cases and overseas development. Secondly, this paper proposed thestrategy of legislations perfection, institution completion, project and talent management rules,and authority distribution and cooperation priority. The analysis is conducted deeply frommultiple dimension and viewpoint to these problems, concentrating on building up trinity ofresearch institutions, enterprises and nation to contribute to a system framework oftechnology transfer knowledge patent protection.
