The society is suffused with information explosion, telecommunication industry isbecoming the pillar industry with the high speed development of modern IT industry,also, most countries are recognizing that the IT will be the key point in theinternational competition, moreover, the IT industry is a significant sighting toindentify the integrated strength of nationalities and represent the potentialcompetitiveness and economic strength.We are now badly in need of a fair management system to secure the developmentof the market, facilitate equally competition and protect the benefit for a mass ofusers. While the IT industry is developing rapidly and vigorously, we are still apartfrom the top, especially such as the underserved of the industry, the differencerelative to location and region, the low level of communication, the disorder of themarket, etc. Consequently, it is a short-term target and mission to narrow the gapwhen we compare to the top of the industry. This article is giving suggestions toenhance the previously weakness we mention. The content is from the easy to thedifficult and complicated.And it is systematic.Firstly, we fixed position of theindustry and policies. Secondly, we give a brief picture of the industry to help youunderstanding the current status of IT in China. Thirdly, we deeply analysis theproblems we will face when we first time come in to the WTO. Finally, which is themost importantly part, we give recommendations base on the analysis above.
