As the economic develops, the products and the consuming become an indispensable part of our everyday life. At the same time, the conflicts between the producers and the consumers grow rapidly. The consumer protecting law states five approaches for the consumers to settle their disputes. As one of these approaches, applying for arbitral organs for arbitration is famous for its convenience and cheap. But in practice, consumer arbitration is not so wide-spread.Chapter1introduces the consumer conflicts and the methods to solve these conflicts. It states the characters of consumer conflicts as well as the advantages and disadvantages of the methods of solving the conflicts. Chapter2introduces the consumer arbitration system in China in both legal and reality angles. Through analysis this chapter points out two main problems in the consumer arbitration system of China: there are defects of the system itself and there is not enough education for the people to learn the right system. Chapter3states the systems of foreign consumer arbitration. It includes court-annexed arbitration, national bureau arbitration, consumer protecting organization and industry association arbitration and folk organization arbitration. These arbitration systems are not excludable to each other. In some countries there are more than two institutions could enjoy the province of consumer arbitration. Chapter4is the proposals of reconstruction of the consumer arbitration system in China. At last the essay tables the proposal that it is practical to confer the jurisdiction of consumer arbitration to consumer associations. At the same time, the conflicts should be encouraged to apply for arbitral.
