“Human rights", the rights to which all human are entitled by reason of theirbeing human.It is a kind of natural, universal and concrete rights. Denying a person’human rights means depriving him of the rights of being human. In recent years thegrowing forced relocation has harmed the interests of the people, torturing theconscience of the government and trampling on the dignity of the law. Moreover, manyserious problems have been raised about protection of human rights construction on thedismantlement of urban houses. In2011, the Regulations on Expropriation of Houseson State-owned Land and Compensation Therefor (hereinafter the "new Regulations ")was finally carried out. The new Regulations lived up to expectations and became animportant milestone in the history of human rights protection of the dismantlement ofurban houses in China. However, there is still a long way to go.Based on Marxist human rights theory, this article gives full recognition to thepositive effects that the new Regulations have on protection of human rightsconstruction on the dismantlement of urban houses, also analyzes some problems in theprocess of carrying it out. The author thinks that economic interest stimulation,deficiencies in law system, influence of official standard thought and weakconsciousness in human rights are the main courses of those problems. Currently,Chinese government should take some effective measures to improve and perfect thehuman rights protection system.First, improve relevant laws and regulations; Second,promote the reform of property taxes; Third, eradicate officialstandard;Fourth,strengthen punishment for illegal activities; Fifth, develop citizens’awareness of human rights.
