In this thesis, starting from the relevant legal concepts, the combination of social research and practical experience in accordance with the provisions of the "Civil Law","Copyright Law" and other relevant laws, the conflict between the user and the rights of copyright owners in the network environment. study and put forward reasonable proposals of the author’s solution to the problem.This paper first described the subjects involved in the concept, explained in detail the characteristics of the concept of copyright holders under the network environment and the rights of copyright owners; then illustrates the characteristics of the concept of the network environment, users and user rights, come out of the network environment, users concept and nature of the right of access; through the elaboration of the network rights of copyright owners, and the elaboration of the rights of network users, a clear manifestation of both rights conflicts and contradictions in the network environment; next, the article mainly two kinds of rights conflict focuses on the causes and manifestations of conflict analysis and research, and describes the status of the two rights conflict, pointing out that the relevant existing laws on the inadequacy of the settlement and protection of rights conflict; followed paper the coordination of the conflict of rights, discusses the conflict of rights principle of coordination and coordinated approach, drawing on foreign experience in the coordination on the conflict of rights; Finally, the paper presented on the rights of Internet users in China on the basis of the above studies, conflict coordination system of protection and the rights of copyright owners to explore and improve the clear need to resolve the conflict of rights, the feasibility of the program to resolve the conflict of rights.This study intend to study by the conflict between the network user rights and the rights of copyright owners, a clear display of the legal conflicts and contradictions between the two rights; analysis of research and conflict of rights on the causes and manifestations of the conflict of rights, through research on China’s legislative status and conservation status of the rights of the two and found that one of the problems and deficiencies; coordination through analysis of rights, to demonstrate rights conflict coordination method and the principle of coordination, analysis of which in-depth legal factors related foreign coordination mechanisms; and ultimately improve our laws and the establishment of the coordination of the two rights protection mechanisms, to solve the conflict of rights.The purpose of this paper is to rights conflicts through research, timely detection and resolution of social contradictions, to avoid the destruction and loss of economic and cultural development, knowledge-based society to pave the way for the future development of China’s Information Society and pave the way.
