Public policy ecaluation is a key part during decision making process,as apolitical behaivor of judging and evaluate comprehensively the profit, efficiencyand value of public policies. Through which, we can not only determine thebasic quality and value of a certain policy, so as to decide to continue, reform orterminate the policy; but also we can conduct overall study and analysis of eachphase of decision making, which leads to experience conclusion for better policymaking in future. In recent years, some self-innovated areas in China havepublished Equity incentive policy for high-tech enterprise area in order toimprove the capability of innovation, as well as S&T. The thesis combines thepractical condition of the policy implementation, to study and choose theecaluation mode suits the Equity incentive policy.Currently, there are not studies related to Equity incentive policy indomestic academic field. This paper clears up the relative concept and theory ofpublic policy ecaluatio to study the development history of the Equity incentivepolicy in China, through the analysis of which can we pick up the ecaluationmode appropriate for the Equity incentive policy in Local government,meanwhile it also combines the practical condition of the policy, forwards the ecaluation mode of a Four-items ecaluation for the Equity incentive policy ofLocal government, including policy practical result, policy objectivecoincidence, policy social value as well the policy generalizability. Based on theabove mentioned ecaluation mode, the paper conducts ecaluation and analysison the Equity incentive policy of Shanghai Zhangjiang High-tech IndustrialDevelopment Zone, the main problems to be imporved are also mentioned.
