The Chinese government is a huge bureaucratic organization,and the governments at all levels belong to the bureaucratic system.The superior government issues administrative instructions and formulates policy documents to guide or restrict the behavior of the lower government to achieve its organizational goals and then achieve government governance.This is in line with the internal logic and goal of bureaucracy,that is,to realize the efficient operation of the bureaucratic organization and effective organizational governance.However,the reality is that there is a direct and obvious affiliation between governments at all levels in China.Generally,they are mainly directly responsible to the higher-level government.Various policies formulated by indirect higher-level governments can be regarded as an execution environment and cannot be generated to indirect lower-level governments.Direct and large-scale stimulus behaviors,policy incentives have failed to effectively promote bureaucratic organizations to achieve organizational goals,and as China enters the deep-water area of national deepening reforms and transformational governance,the uniformity of upper and lower policies has become more prominent,and this has also highlighted the diversity of implementation.It is decided that the policy incentives must be strengthened step by step in combination with the characteristics of governments at all levels and the actual situation.Governments at different levels,as important driving forces for the modernization of the governance system of the country,have a great impact on the country's ability to improve governance and the effectiveness of governance.Only by continuously exploring the needs and motivations of governments at different levels in implementing higher-level policies and discovering problems,And then improve government policy incentives in order to achieve the perfect combination of government effectiveness and social effectiveness.This article is based on the relationship between different levels of government in contemporary China,and uses the theory of incentives andpolicy implementation as the theoretical foundation.An analysis of how to continuously strengthen incentives and implement policies to achieve the expected goals of the policy.This article is intended to illustrate that when various regulations and policies formulated by the central government are transmitted from the top to the lower levels to governments at all levels,the implementation approach is generally to decompose and contract out layers,lower-level governments only include the tasks of direct higher-level government deployment into their work scope and invest more in implementation costs.This determines that the policy incentive process also has the characteristics of level-by-level incentives.Incentives are also motivators of lower-level governments.They must adopt effective incentive methods and continuously improve relevant mechanisms in accordance with the characteristics and functional scope of different levels of government in order to optimize policy incentives and achieve effective governance of government organizations.The article is carried out in the form of a case study.It analyzes the policy incentive process of F City's independent reform pilots.After field investigations and interviews,it was found that F City is encouraged by the good institutional environment and political incentives created by the central and provincial governments.F City's implementation measures for promoting independent reform pilots to promote fault tolerance precedence,under the influence of the administrative contracting system,promotion competitions,rewards and punishments,and emotional incentives,the county government of X has implemented a pilot program for independent reform of comprehensive utilization of straw using agricultural support and protection subsidies;Under the influence of administrative contracting,rewards and punishments,and goal consistency incentives,the township governments under its jurisdiction actively adopted a variety of means to promote the implementation of the pilot;the quasi-administrative village committees,under the incentives of economic stimulus and goal consistency,widely organized mobilization of people.In this way,the policy is refined step by step,the incentive methods are refined,and the incentiveeffect is prominent.The city's reform and innovation environment has been continuously optimized,the role of cadres has been continuously enhanced,the authority of township governments has been strengthened,and the village committees and even the general public have greatly increased their willingness and ability to participate.Government effectiveness and social effectiveness have been enhanced,But at the same time,it also found that there are deficiencies in policy incentives during the implementation of the policy,such as the instability of the institutional environment for incentives,the ineffectiveness of the incentive effect feedback mechanism,and the problem-solving mechanism.The role of both parties and those who are being motivated,together with a comprehensive incentive system guarantee,will further improve government policy incentives.
