Institutional Building Of Pension System For The Fishermen In Coastal Areas

Whether in terms of no farmland properties, high-risk and high investmentbusiness nature of fisheries, or in terms of sharp decline in fishery resources inrecent years, high oil prices, seriously squeezed working space and worse livingconditions which are consequences of the implementation of United NationsConvention on the Law of the Sea, fisheries agreements between China andSouth Japan, China and Korea, and of sea waters occupation and pollutioncaused by the development of coastal industry and port industry, the fishermenare the most necessary group to need social security system. However, thefishermen are still short of basic old-age security. Studies extremely lack forfishermen’s old-age social security, thus it is substantially practical to studyfishermen’s old-age social security.Taking Zhoushan--an island-chain city where fisheries is the fundamentalindustry--as an example, this paper attempts to present an analysis of the historyand the current situation of old-age security for the fishermen, explain the reasons why fishermen have no old-age social security and recommend toestablish endowment insurance system as soon as possible based on a feasibilityanalysis. Then, through studying the uniqueness of fishermen and comparingfishermen to urban workers, fishermen to peasants, this paper draws aconclusion that when establishing the counterpart system for fishermen, it ismore appropriate to refer to endowment insurance system for urban workers andobtain inspiration from the success of endowment insurance system for peasantsbecause of the similarities. Finally, this paper conceives a social endowmentinsurance system which conforms to the reality, and proposes the principles toset up the system, the mode of fund-raising and specific arrangements. The mainobjective of this paper is to provide some references for establishing fishermen’sendowment insurance system.
