On November16,1949, the Canadian Cabinet made the decision “approved inprinciple extension of recognition to the Chinese Communist government”, but it wasuntil October13,1970that Canada established formal diplomatic relations with China.Why did it take Canadian government21years to establish the diplomatic relationswith China? This question inspires the author to study the issue in depth.Based on the archives of the Ministry of Foreign Affairs of Canada, the author tried toexplore the historical truth and facts of Canadian foreign policy toward China.Through the analysis of the archives, the author found the interacting relationshipbetween the “Canadian Independent Appeals” and “American Factors” existing in thedecision-making process of Canadian policy toward China. This paper aims at testingthe internal logic of the relationship.The first four chapters focus on the political, economical and cultural events duringthe Canadian diplomacy toward China, especially Canadian diplomatic considerationson “Recognition”,“China UN Representative”,“Wheat Trade”, and “ReporterExchange”. Chapter V is involved in the theoretical analysis of the limitation of“Canadian Independent Appeals” as well as that of “American Factors”. It argues thatthere exist some feasible approaches for the middle power nations to shake off theseeming burden or dilemma and move forward.
