The decision of the foreign policy was made in a complex way for a country, sois America, which choose global strategy after World War II. U.S. foreign policydecision-making is not only linked to the high level, but also think-tanks andinformation intelligence personnel. However, during the critical years of1945-1949,the United States developed and implemented " Taking Jiang and anti-communist "policy toward China.America missed the chance to establish friendly and cooperativerelations with the communist party of China, what’s worse,it had long-termconfrontation with China. On the other hand,there were still lots of people insist thecontrary view. Some of them were people who were from military in front-linecombat,the diplomats who understood the actual situation, the visionary academicsand the media practitioners.They sent their different views back to Washington by avariety of access, but they did not work.Many factors played important part in making the diplomatic decision.some ofthe factors are artificial, some others are institutional factors. This paper works onhow the U.S. Bipartisan influenced the foreign policy of the United States at that time.The American political system is a classical example of the two-party system, Theinfluence of Democrats and Republicans in politics and economics is self-evident,Especially in the legislature, the congress of the United States, the influence is themost direct. Foreign policy is one of the most important policy for a country, which isa necessary demand for the parties to get into that scope. The two parties havedifferent political stands, representing different interest groups,so they have their ownpolicy toward China. The relationship between the U.S. political parties iscompetitive., In order to please the voters and feedback campaign sponsored groups,both parties have two ways to have influences on Americas China Policy Making,from an individual level and through congress. This essay analyzed America’s China policy evolution process during1945-1949, explaining how the police changed,1.stayneutral and avoid a civil war.2.The U.S try to limit involvement in Chinese affairs.3.Choose the " Taking Jiang and anti-communist " policy,the United Statesthoroughly to break away from the communist party. As an important factor inforeign policy-making, these two parties have common views and different opinions.We should learn lessons from history and make our current foreign policy morerational, and strengthen inter-party exchanges.
