With the transforming of planned economy into market economy and the restructuring of state-owned enterprises, more and more people are becoming laid-off workers, which make the employment problem a severe task for all levels of the party committees and governments in China. Because the development of Public Welfare Jobs (called as PWJ in the following) played an important role, it has been regarded as the most effective and direct means to ease employment pressure and has been attached more and more importance by all levels of government.However, as the Central Government has not regulated the development and management of PWJ, different local governments have made different policies. Without a unified standard, all kinds of problems occurred in its practice and brought some certain negative impacts on it.The thesis first introduces the background and the significances of the research, and then analyzes the elements and their characteristics of PWJ, presents the mode of development and management of PWJ after collecting and researching the results of questionnaires and interviews. At last, on the basis of the existing information, the author analyzes the causes of unregulated management of PWJ with some examples, puts forward some ideas such as taking consideration into actual job requirements and financial funds to avoid blindness and randomness, regulating the recruitment process to form an open, fair and just management mechanism; enforcing the assessment of employees and the supervision of funds for subsidies etc. I hope these viewpoints can provide references to the development and management of PWJ and can be helpful to make full use of the positive significances of it.
