"the First Standard" In The Role Of Education Reformation Of Research

The prison is the executive organ of the state’s penalty. It plays an important role of combating, punishing, crime prevention, maintaining social stability in the country’s public administration by punishing and rehabilitating criminals. At the same time it has the important job of turning criminals socially useful by education. Since30years of reform and opening up, the management functions of government is tremendously changing and our prison management functions is reforming and adjusting in accordance. Therefore, it’s of most importance to criminals’education and research. Harmonious society building process will be accelerated by prison functions’changing and improvement.Guiding by the new period target and according to social reality, this paper attempts to play the role of education and rehabilitation, overcome the traditional prison’s controlling of the economy, cooperate with all social aspects, and improve the quality of criminal rehabilitation. In new situation, the paper aims to break away from traditional modes of criminal education and rehabilitation, but to find new break points in order to face the constantly changing prison situation, improve the quality of education and rehabilitation, and promote education and rehabilitation to get the agreement of the whole society.Combined Yunnan Province prison management practice and referred to various literature material and foreign and domestic research result, the paper analyzed current situation of the prison management, focused on "the primary criterion", discussed prisons and social co-management ways to criminals.Using new public management theory, in the point cuts of the objectives and tasks of all periods’criminal education and rehabilitation, the paper analyzed how to improve prison management level by the concept of service-oriented government, and discussed the prison’s new ideas in the aspects of criminal management and reform and others.
