In past time, Linxia area is called He Zhou. It is a Muslim communities formed gradually since Ming and Qing dynasty. Linxia located in the northwest of China, is the birthplace of most Hui warlord whom controls northwest of China since modern times. National army eliminates local armed forces gradually after move into Gansu province. In1927, National army entrance into Linxia area. National Army’s policy in Linxia has no obvious difference compared with other areas in Gansu, such as advocate civilian education develop communication and traffic propagandize democratic thought called "Three principles of the people" and so on. Its military measures bring many positive influences to Linxia society, but such military measures damaged inherent interests of the Hui warlord’s inevitably. These two kinds of interests conflict each other and expression comes out with the form of military resist finally. The biggest negative effect of National Army’s activities is led the happen of He Zhou Incident. The Incident has produced profound effect on both National army and Linxia society and reaches a balance between the two sides this balance has been existed in the whole time while National army controls Gansu area. The understanding of the national army military activities in Linxia is covered by the He Zhou Indecent; just see its bad impact but ignoring contribution to Linxia area. Essentially, He Zhou Incident is the external performance of contradictions between both two sides; it is inevitable at the time of that social background. It is beyond farfetched to due to all blame of the incident to national army because its key reason is the economic exploitation of the National army and improper national policy. As two interests conflict group, the occurrence of against is inevitable.
