After US Reagan Administration carried out profound economical reform in 1981, US economy began to take off in 1980’s. The rapid economical development enlarged the opportunities of employment, and made the labor supply falls short of demand in American labor market. In such an economical environment, the immigrating policies of US presented to be looser than ever before.In order to meet the increasing labor demand from rapid economical development, Reagan Administration enacted Immigration Reform and Control Act in 1986 which granted absolution for three million illegal immigrant people. Further, in 1990, Legal Immigration Reform Act was passed, and it brought the limitation of legal immigration population to 675 thousand from 290 thousand.However, since 9.11, national security was shifted to be the priority in US national affairs. The House stopped the discussion on three immigration Acts and tightened the policies on immigration immediately. Against such a background, conservative sections actively made efforts in pushing the pass of limited immigration acts in the House and state parliaments. While the immigration reforming section put forward a branch of comprehensive reform schemes on immigration, none of them was approved in the House because of the opposition and interruptions from conservative section.This thesis makes a comparison of the immigration acts approved in the House during the ten years before and after 9.11, analyzes the background and motivations for the approval of immigration acts. Lastly, this thesis studies the influence that economical development has brought on the immigration policies of US before 9.11 and the impacts that national security has made after 9.11. The result indicates that national security will be a major factor influencing American immigrating policies in the long run due to the big difference between the war against terrorist and conventional wars.
