At the present, China has entered a period of accelerating social restructuring. On the one hand, the civic consciousness of the masses began to wake up along with the development of the market economy and the social differentiation pattern of interests, the concept of freedom, equality, democracy deeply rooted. On the other hand, a large number of recessive social problems and contradictions in the transition are prominent, the traditional administrative accountability no longer meet the requirements of the information age, these are the new era of the Party and the government’s ability to govern the new test. The arrival of the Internet era, the surge in the number of Internet users among the rapid development of online media, break the social governance model of the traditional government monopoly of information resources, and provide a whole new way and channels for ordinary citizens to freedom of expression to the voice of the people and public opinion. At the same time, the Chinese Communist Party and the government is committed to promoting the democratic and political construction, and building a harmonious society, the concept of governance attaches great importance to its treatment of the voice of the people’s network. All these factors have spawned the network accountability in the emergence and development of our country.As an important way of different system of administrative accountability, network accountability attracted the attention of scholars at domestic and foreign, because of its advantages in accountability efficiency, accountability scope and accountability efforts, and it will play a more important role in combating and preventing corruption, exposing society unreasonable phenomenon as well as in promoting the process of democratization in China. However, due to the late network accountability in our country, less practical experience of its own. there are still many inadequacies, such as lack of institutional safeguards, effectiveness is difficult to implement; networks violence is widespread, disrupting the order of the network; network media gatekeeper ineffective, and the proliferation of false information:officials respond to network accountability inability. This article defined the network accountability participating subjects as the three aspects of the government, Internet users, and network media, and their roles as:the government is the leader of the network accountability and effective guarantee of accountability, Internet users is the participating subjects and the initiator of the network accountability, network media is the platform provider of the network accountability. In order to better expose the relationship between the three, to clarify network accountability of operating mechanism, in this paper, a representative network media-Wenzhou "seven zero three" Website, as an example of the above problems are interpreted.The writing of this article is structured as follows:Chapter one, this article selected topic background, research significance, research status and research methods. This section focuses on the transition from the social background of the times, the popularity of the Internet technology and improve to provide favorable conditions for the network, the great importance of the Party and government attached on the network accountability, all these three aspects explains network accountability in China’s emergence and development is to adapt to the era of the inevitable choice results.Chapter Ⅱ, this section exposed the network accountability related concept explanation, from the people’s sovereignty theory, public choice theory, social contract theory, principal-agent theory four respects proved network accountability of the theoretical foundation, and finally analyzed the relationship between the network accountability and administrative accountability and network accountability participating subjects.Chapter Ⅲ, had pointed out the problems of the network accountability existing in our country at this stage, and discussed the respective network accountability process, respectively, from the three aspects of the government, Internet users, and online media. Chapter Ⅳ, as an entry point to the emergence of "seven zero three" website and the course of development, regarded it as a typical or microcosm of network accountability emergence and development in the network era. This article described the range of information through the background of the establishment of the website, the development process, representative, and intergovernmental relations change, to expose the perspective of network accountability causes, characteristics and implementation of necessity and possibility. Based on the analysis of the network accountability mechanism, finally indicated the Network Accountability of the meaning of existence.Chapter Ⅴ, this section made recommendations to improve our network accountability. This part of the government should take initiatives focusing from the establishment and perfect of the network accountability laws and regulations to improve the response capacity of the network of public opinion, strengthen the management capacity of the network media, enhance leading cadres’ability to respond to network accountability, play the role of the network news spokesperson, these five aspects are discussed.The final conclusion part had put forward the outlook of the network accountability in China’s development prospect, network accountability will become a normalized, a system security Accountability way, the accountability system to protect, and will continue to produce more far-reaching and meaningful impact in the political life of our country.Confined to writing material and my theoretical level, the paper is still a lot of inadequacies. Network accountability, as a relatively new topic in the domestic academic, this article has carried on the surface of beneficial exploration, the deeper research yet to be further accumulation and deepening of the stock of knowledge and theoretical level.
