Public officers’ economic crime refers to a state functionary embezzlementand bribery crime, it is the basic characteristics of trade power for money andabuse of power. For senior public officers, they have high position and moreopportunities, the phenomenon of taking bribes by taking advantage of theiroffice insanely is prevalent and illegal amount is huge. So, it should cause thegreat attention of social from all walks of life. At the same time, the juniorpublic officers have become the protagonist of kinds of major corruption cases.Some of them are at the bottom of the section head officer, some even not thesection head officer, such as village official. But the social harm of theireconomic crime has shocked people as well.In fact, whether senior or junior public officers, the negative society impactof economic crime is huge, not only affects a reasonable allocation of funds, therelationship between the party and masses, cadres and masses, but also restrictsthe building of harmonious society. Therefore, research on senior and juniorpublic officers’ economic crime characteristics has important practicalsignificance.This article is an empirical study and some related economic theories aregiven to analyze the different characteristics of economic crime between seniorand junior public officers. And put forward effective policy recommendations toprevent senior and junior public officers’ economic crimes. The main contentscan be stated as follows.(1) Using typical case and descriptive statistics to analyze the differentcharacteristics of economic crime between senior and junior public officers.First of all, three typical senior and three typical junior public officerscriminal case were selected from all collected cases, then the general crime pathof senior and junior public officers are obtained thronging analyze the typicalcases. Then, the different personal characteristics and the crime characteristicsbetween senior and junior public officers respectively can be reflected by thedescriptive data. (2)Through constructing a public officer utility, and analyze the cause ofeconomic crime of senior and junior public officers.This paper argues that the decision-making of public officer economiccrime constrained by three conditions: demand motive,"enter" cost, moralself-discipline. Then construct a public officer utility function. While analyzingthe dynamics of economic crime decision-making, this paper discovers thatutility preference structure, absolute utility quantity, and relative utility quantityjointly affect the decision-making of economic crime. And then has a very goodanalysis of the decision-making of Senior and Junior Public Officersrespectively.(3)This thesis established logistic regression model to analyze the elementsbringing some influences to the economic crime concealment of senior andjunior public officers.According to the existing literature, this article selects the incubation period、means of accumulating wealth and asset disposal mode as indicators of a crimeconcealment. Results are obtained as follows: the economic crime of seniorpublic officers is more concealed than junior public officers. And throughestablishing logistic regression model, it is found that crime factors such asincubation period, crime number and income source types largely influence thesenior public officer of concealment of the economic crime. Instead, for thejunior public officer that is the personal factors such as age, level of educationand family status. And the amount of crime is their common influence factor.Finally, in view of the different and characteristics of economic crimebetween senior and junior public officers, prevention strategies are developed.
