The research of interaction between American public opinion and foreign policydecision has been a concern in the academic community, and the discussion of thisfield has profound theoretical and practical significance. On the one hand, publicopinion is on behalf of public attitudes and willingness, and it will become theconsiderations of decision makers when making decisions, thus affecting the decisionmakers to choose the policy; on the other hand, decision makers can control theinformation, guiding and manipulating public opinion and clear the obstacle ofpublic opinion. Therefore, the study of the interaction between public opinion andforeign policy decision of the United States, not only can be seen how Americanpublic opinion impact foreign policy decision, more importantly, it can be seen thatthe decision makers how to use the media to control and manipulate American publicopinion.This paper starts from the basic interpretation of public opinion and foreignpolicy decision, analyzing the impact of American public opinion to foreign policydecision, the U.S. government’s manipulation of public opinion, and then analyzes theinteraction between American public opinion and foreign policy decision. Finally,introduces the impact of public opinion on American society.Introduction section of this paper introduces the researching meaning,researching, status quo, researching methods and researching specialties, by theintroduction of basic understanding, researching and analysis.The first section starts from the basic concepts of public opinion and foreignpolicy decision; Subsequently, introduces the evolution of public opinion; and thensummarizes the characteristics of public opinion.The second section discusses the impact of public opinion on U.S. foreign policy decision, including ways and the effect of the impact. This chapter considers U.S.public opinion affects policy decision through a variety of channels, but because ofvarious of factors, the effect is limited.The third section discusses how the U.S. government manipulates the publicopinion, including ways of U.S. government to guiding public opinion, and the effectof manipulating public opinion. The chapter argues that the U.S. government uses lotsof means to guide and manipulate public opinion. Because the U.S. government hasadvantages to control information, the effect of manipulation of public opinion isgreater than the effect of public opinion influencing foreign policy decision.The fourth section discusses the interaction between public opinion and foreignpolicy decision. Specifically, the two parts were elaborated the role of Americanpublic opinion on foreign policy decision and the reaction of the U.S. government onpublic opinion.The fifth section closely undertakes the fourth section, using case studies toanalyze the interaction between American public opinion and foreign policy decision.The specific case is American policy changes on Iraq after the events of September11,this part provides the reader a more intuitive understanding of the relationshipbetween American public opinion and foreign policy decision.In the conclusion of the paper, gives a summary and generalization of the entirearticle, reiterates the interactive relationship between American public opinion andforeign policy decision.
