It is these core actors such as the President, the Congress and the state security organizations that make and implement U.S. diplomatic policy, but some non-governmental organizations like interest groups, think-tank, news media and public opinion also play an important role in this process. The paper focuses on the interactions between the U.S. president and the public opinion. On the one hand, public opinion can exert great pressure on diplomatic policy maker and thus possibly affect the final policy result because of its representative of public will towards policy. On the other hand, depending on the advantage of gaining news, policy maker can guide public opinion in order to eliminate the opinion's obstacle in policy-making. Therefore, the disquisition of interaction between the public opinion and diplomatic policy not only make clear how public opinion affects diplomatic policy, but also find out that how the president depends on the advantage of media to control public opinion. It contains the following five parts.The first part contains several sections involving defining the concepts, presenting the theories of Opinion Dike and Anticipation as the basements for the interaction between public opinion and diplomatic policy making, and fixing the cases and variables. The second to the fourth part discuss the three cases in detail. The cases contains China's most-favored nation, redefining U.S.-Japan alliance and Iraq War. The paper bases on these six variables to study the interaction between public opinion and diplomatic policy. The final part discusses some disciplinarians between these variables such as"the degree of attention vs setting agenda","the degree of knowing the inside story vs propagandizing","the degree of support vs action". In the end of the paper, the writer brings forward some advices about our work of opinion.The paper brings forth new ideas in these aspects: the study we have emphasize particularly on unilateral effect from public opinion or diplomatic policy, this paper makes use of three cases after the cold war to find out some theoretic conclusions in the interaction between public opinion and diplomatic policy.
