Research On The Governmental Emergency Management

With the rapid development of economical society, the situation both abroad and home is complicated; a fluid situation fraught with uncertainty, together with the frequent natural disasters, the emergency management of government is becoming more important. The hazards of public emergency set off a chain reaction, which would result in an immeasurable loss and self-destruction to our nation. It is an important task for the government to maintain the public security. And it is also an important index for weighing the management level of the government. Therefore, it is a serious business for the government to improve the ability of dealing with public emergency, establishing emergency management system, minimizing the negative effect brought by the emergency incidents and creating a sustainable and stable environment for the development of our country.The paper is constructed into four parts as follows:the introduction comes first. Secondly, the author makes an overview about the conception of emergency management and the development of emergency management in our country. Thirdly, the author analyzes the emergency management system in other countries and the present situation and problems about the emergency management in China. Finally, the author puts forward the countermeasures to improve and perfect the emergency management in China. Through analyzing the global emergency management and the academic references from the related scholars, the paper discusses the emergency management theory, the modern security theory and the city-type disasters theory. It suggests that the government should insist on the principles as humanism, high-efficiency, smooth information, unified leadership and decentralized management. On the review of the development of public management in China, the present situation of emergency administration and structure in Chinese government and based on the features and trend of western emergency management, the paper summarizes the advantages of western emergency management system, which is very helpful for the establishment of the system in China. The emergency management system in China faces a lot of problems such as the infrastructure choking, the lack of related laws, the lack of self-help, the weak of non-governmental organization and the inefficiency of information openness. To improving the emergency management in China, the government should strengthen the establishment of emergency management structure; build the security system of emergency management laws; improving the public’s ability of dealing with the emergency incidents; bring the non-governmental organization into full play; and build an interactive mechanism between the government and the medium in the process of emergency management.
