| The electric power industry has been a typical natural monopoly one which ismonopolized by the state for such a long time. And this brings the result that theantitrust law could not be applied to it. However, with the development of economy,technology and related theoretical studies, we can find that the electric power industryhas not the monopolistic property any longer. The electric power industry can bedivided into two parts: the monopolistic one and non-monopolistic one. And accordingto this, we should take different measures when regulating the two dissimilar parts inthe sight of law. This paper gets an accurate comprehension of characteristics of the twoparts through the study of the property of the industry. Besides, by clarifying thepractical and theoretical basis, learning from foreign experience and considering thecurrent status and problems existed, this paper also provides some efficient suggestionsfrom three aspects: first, regulating all the inner parts of the electric power industry;second, perfecting the regulating system of the industry; last but not the least, improvingthe legal system of the industry. |
