This article is focus on the political culture of japan. By analyzing the previous‘expansion’ or ‘defend’ security strategies of Japan, to summarize the law of Japan’ssecurity strategy. Finally we find that japan will transfer their security strategy to‘defend’ quickly after their ‘expansion strategy’ failed. And during the transferprocess, we can always see the political culture appeared utilitarian and unprincipled.Japan’s security strategy changed regularly which appear as ‘expansionâ†'defendâ†'expansion’. This regular change is the outward manifestation of the struggle bycentral power and local clan power. The local clan power which has fissility is thenature of the political culture in Japan, is the normal status of Japan. In order torecapture the power distributed to local clan, the central government will strengthencentralization by ‘expansion strategy’ when the abnormal crisis appear.From ‘expansion’ to ‘defend’ is the express of Japan’s security strategy in military.But after the World War II, globalization has highlighteded the economic securityproblems and the security strategy is synthesized.‘highlighteded power’ and ‘hiddenpower’ are more suitable to describe the variation of Japan’s strategy mode than‘expansion’ and ‘defend’.‘Hidden Power Strategy’ is the gradual reflect of Japan’s security strategy in the1990s. The main content is Japan always hides its strength and show weakness to theUnited States to obtain a secure international environment. The study of ‘hiddenpower’ strategy is the key point of this article. Because it’s a premise to study thepresent security strategy of Japan which is transferring from ‘hidden power’ to‘highlighted power’. And for China, which replaced Japan to become the secondlargest economy in the world, the study of Japan’s security strategy can for reference.
