The Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals (short for REACH here below) of European Union was formally brought into force on June,1st,2007.It is a new technical measure of trade pushed-off by EU and it sets the standard of technique, safety and protection of the environment in one. What REACH emphasizes like to pay attention to human health, protect the environment and prevent the harm of chemical represent the international trend of the development of safety management strategy in the future although it has the element of setting trade barrier to the countries which do not belong to EU in order to protect the interest of EU. For the purpose of resolving the problems of chemical management and promoting international competitiveness of Chinese chemical industrial, China has to use REACH for reference to improve our system of chemical safety management.In general, there are three constituent parts of this article, which are the brief introduction on REACH, emphasis on the three most distinctive systems from REACH, and last but least how and what we can learn from REACH. As REACH has a deep social, economic and environmental background, the writer makes a concise but clear introduction on the Act in the first section. The paper gives a specific introduction on the unique chemical management mode which innovatively adopts the national level legislation model unifying dozens of existing laws, registration system which changes the liability subject of chemical safety, and management system of hazardous substance delivering an advanced concept of risk management comprehensively. Based on the evaluation of the content, background, effect and result of the three systems, the thesis states in the last part the essence which is a trade barrier and the international competitiveness of the REACH, concluded as it is very necessary for us to learn from this Act on the basis both interior and exterior. In allusion to the current situation and problems of Chinese chemical legislation, the writer expounds on the introduction of the three distinguishing systems and how we should use them for reference which hopes to be of help in perfecting the legislation system of Chinese chemical technical regulation.
