| The Reach Regulations of EU (European Union) has came into effect on 2nd, June,2007. Being the largest trade partner in the world for china, its new chemicals trade policy will seriously and directly affect the chemicals and associated productions trade of both sides. Besides the chemical productions, the productions with chemical have to fit well with the REACH regulations. To some extent, REACH regulations affect all the import and export trades between China and EU, which will seriously affect our economical development. So to speak, it is the biggest barrier since China entered the World Trade Organization (WTO). It is really a pity that most companies in our country don't know it well, and they are not prepared. So it is on the theory, The REACH regulations don't get attention deserved.Through the international economical law prospects', we disclose that REACH regulations is a green barrier in nature, analyze that how it will affect our country, and then propose some count-measures though introduction to the REACH regulations. This article is made up of three parts. The REACH regulations is outlined in chapter one, including its background, main content and essence; In chapter two, the affections that REACH regulations might have are mainly discussed from the deterioration of the international trade environment our country will face, the obstacles to the chemical industry and associated industry, the competitiveness of export products of our country declining, affection to employment in our country and the industries affecting human health and environment pollution transferred to our country; in chapter three, the author try to propose some counter-measures to REACH regulations from government, company and industry association respectively according to the specific question mentioned in chapter one and two. We hope that it will afford references to chemical industry and associated industries in our country, do some thing for better and faster development.
