Corruption which is called the cancer of politics has become a public focus andmeanwhile an urgent and lasting challenge to Chinese government and Communist Party. Ourcurrent corruption is closely related to social interest relationships with the implementation ofreform and open policy, impact to traditional morals due to diversified values, and imperfectlegal system. Therefore, we should come up with some strategies to regulate corruption fromthe perspective of morality and legal system. Beginning with the basic concept, sorts andregulation theories of corruption, this paper analyzes the features of Chinese currentcorruption, its harm to politics, economy and social conduct, and the subjective and objectivecauses, then discusses both morality regulation and legal system regulation.Morality and legal system which are two kinds of social codes to regulate people’sbehaviors both have the functions of regulating public power administrators to prevent themfrom abusing power for personal gains. Morality plays the role of value orientation and goodand evil evaluation in the process of corruption regulation. Self-discipline and discipline frompublic supervision both contribute to morality regulation. But in the real world, public poweradministrators fail in self-discipline, and discipline from others plays a weak role, which bothaffect the function of morality regulation. With these problems, this paper puts forwardimproving personal qualities and perfecting supervision system. Legal system has the effect ofguiding, evaluating, educating, enforcing and supporting. However, now legal systemregulation leaves much to be desired because legal system about anti-corruption is not perfectand relevant legal is not practically implemented. On these problems, the writer gives adviceon perfecting legal system, formulating strict law-enforcement and intensifying supervision.Although morality and legal system both play a role of regulation to public poweradministrators’ behaviors from their own angles, they have their own advantages andlimitations. Therefore, for effective regulation of corruption, we should give full play to theadvantages, overcome the limitations, and construct the regulation pattern with both moralityand legal system.
