The Study Of The Current Situation And Dilemma Of The Social Work In Old Welfare Service Field

The old welfare service is, in the instruction of policy of the government guidance, aprofessional service provided by the social service organization and social workers aiming atthe old-aged men to meet the actual need of the aged people. With the speeding of the trendof the population aging in our country, social work in the old welfare services also becomethe focus of society, it also makes the slow development of social work face a hugeopportunity and challenge. In the process of social transformation, what is the currentsituation of the social work in the old welfare services? What trouble there exists? How todevelop the advantage of social work, on the basis of enhance the old welfare rights andinterests, which is worth deeply considering.This study adopts the descriptive statistics method in the quantitative data analysis andqualitative material analysis method to sort out and analyze investigated data. Through theanalysis of the questionnaires of the social workers and the aged, and interview materials atthe four communities in Jinan and Qingdao (L and S community, F and Y institution),combined with the present situation of the old social work development, the community andthe actual situation of institutions, the author finds that social work in the old welfare servicesfaces many difficulties, mainly summarized as follows: First, the lack of clear social worksettings and laws and regulations, mainly displaying in that the policies and regulations ofsocial work still is not perfected or has not been enacted, the social work settings is not clear,for example some community has not even been set up social workers station. Second, thegovernment lacks the support of the funds, mainly displaying in two aspects: the social jobsand the services of project, leading to the wage of the social workers. Social work training isinsufficient, making most social workers not accept professional social work training, alsoaffecting the service quality of the social workers. Third, the specialized level of socialworkers is low, mainly displaying in that the professional quality of social workers is low,such as the lack of the social worker’s work method and value, which is difficult to cope withthe different needs of old people; Social work administration color is more serious, makingthe service quality of the social workers landslide seriously. Fourth, Community and officials,older people lack the understanding of the social work,most of the old man didn’t even know "what is social work", and the above people don’t have enough understanding of theresearchers of social workers and the approval of the social workers is not high, which alsoaffects the social workers’ work enthusiasm.In the part of conclusion, aiming at the above problems, this paper gives the pertinentsuggestions. Such as enhancing the development of the social work and perfecting thedeveloping system of the social work. Transform the government function and make best ofthe social resource in order to ease the shortage of government funds. Make efforts to raisethe social workers professional level, in order to promote the development of the old socialwork, increase social propaganda and increase public awareness of social workers.There are two innovative aspects of the study: First, the Research Perspective is verymodern, which involves the social work in the old welfare service and in their currentsituation and dilemma. Second, we consider the director, the old and the social workers as theresearch objects, and even when inspecting social work we take the directors and the socialworkers’ subjective experience into consideration, which is rare in the former research.
