The Study On European Social Security Dilemma And Enlightenment In Financial Crisis

As the birthplace of the welfare state, Europe with the perfect social security system andthe high welfare policy has been praised for the world. But as the financial crisis all over theword havoc, European welfare mode suffers serious challenges. The welfare system is in deepwater. In the current recent Chinese social security system has been in reform and developmentperiod.The study to the dilemma of European welfare system especially during the financialcrisis has very important significance to China.Since the1970s European welfare trouble had been appeared, and then European countriesactively explored the way to get rid of dilemma. They constantly adjust the welfare policies, butit had tiny effect. After the reform guiding with the Government interventionism or Newliberalism failed, Jordon，a Britain expert put f forward a new reform theory——"the thirdway”, which was based on the view of rights and responsibilities. He thought that only thewelfare system abiding by the balance between rights and responsibilities is lasting. But thereform of “the third way” had faced great resistance. With the outbreak of the financial crisis, aseries of problems such as welfare expenditure increase, expanding budget deficit,unemployment remained at high levels and so on made the Europeans welfare system sufferunprecedented crisis. Currently, our country is in the social security reform development period,one main study of China is to pursuit l higher welfare level for national people. Europeanwelfare dilemmas warn that we should adjust the welfare policy before the crisis appearance.We should follow the principle of balance between rights and responsibility at the beginning todesign relevant system, choose welfare level complying with national conditions and futurechanges and the country’s economic condition. In addition, as indispensable guarantee elements,the perfect social security management system and legal system is important to promote thesustainable development of social security system.
