The rapid development of Internet and economic globalization trend make the earth become a global village, so that people all over the world can exchange and communicate with each other getting rid of the bondage of distance in the Internet; they can express their ideas, use the Internet to exchange thoughts and provide a variety of ideas to the government. Under the background of the rapid development of network expression, how to currently performance of the government responsibility, create a good express environment for citizens, become a new topic that the government should to face in quite long period in future.The writing purpose of this paper is to hope that through the research of the new features and ways of network expression, discover the different attitude that the government show in the network expression, then classify the government roles and roles requires, provide theoretical basis for the formation of network expression.The first chapter includes three parts:the first section is the research background.1. The rise of the network expression;2. The develop trend of the network expression. The second quarter is the research significance; this quarter introduces the practical significance and theoretical significance. The third quarter is the relevant literature review. It including the research of legal regulation of network expression freedom; the relationship between network expression and democracy and the promoting function of democracy; and also introduced the modern government role regression under the background of China’s network expression.The second chapter mainly introduces the basic situation of the network expression, including network express meaning, the characteristic and the way. First, it introduces the network expression from the traditional perspective, according to the history of appear time to introduces the meaning evolutionary process, and then introduces the difference between network expression and traditional expression. And finally it summed up the meaning of the network expression.The third chapter mainly discusses the problem of the government’s role in the network expression, and analysis the cause. The first quarter summarizes the government’s role theory briefly. The second quarter analysis the government’s reality role from several different aspects, and summarizes some aspects of the problems. At last, combined with the reality of China national conditions and the problems in the management of network expression, and analyzes the reasons behind it. The fourth chapter, summarizes the problems of government’s role that mentioned in the third chapter, put forward a certain look to the government’s role conversion, analysis the agent of the conversion. This chapter introduces the agent from three aspects:the difficulty of network management, rise of the establishment of network rights and the establishment of the network of public domain. In the end of this chapter, it puts forward the new location of the government role.The fifth chapter is the focus of this article chapter, it detailed introduces the government’s role conversion under the guidance of the theory of government’s role. It includes the role of the regulator, the role of the guide, the role of the listener and the role of the supervisee. These four kinds of government’s role provide a new point of view and reference for government in management network expression.
