Research On Government Supervision System Of BOT Expressway Project In China

The expressway is the infrastructure that it has the tremendous influence on the society and environment, the long project time, the long payback period of investment. Using BOT financing mode can solve the contradiction of expressway building fund demand and supply. However, since the BOT financing mode in China application time is not so long, on the one hand this new services is welcomed by the local government and transport department, on the other hand it also revealed problems in the supervision. Particularly it has no regulatory system, that makes the role of government in BOT projects is often difficult to grasp, and makes it difficult to grasp the degree, and the supervision vacancy, dislocation and offside is frequently happen. With the rapid development of highway projects, it requires construct a scientific monitoring system as soon as possible.Based on learning theory of government supervision studying and learning relevant experience of national and international, and integrating with practice of BOT expressway project, this paper conducted the following four-part study. Firstly, the paper analyzes the various stages of BOT expressway project, and analyzes the government’s role and management functions with different stages. Secondly, based on analyzing the risk characteristics of BOT highway projects, the paper analyzes the problems of government supervision of BOT highway project. Thirdly, based on analyzing the foreign government regulatory system of public utilities, constructed the system of government supervision from the principles of supervision, monitoring mode, monitoring the subject, the whole process of government supervision, the regulatory implementation; Finally, it constructed the security measures to implement BOT highway projects.From the point of view of the Government, and integrating theory with practice, this paper study and constructs the a scientific and rational regulatory system, which has great significance to more effective management and promotion of BOT highway projects, and to accelerate the pace of highway construction, and to ensure that government, investors, consumers all-win.
