Tibet is located in the southwest of our country, it has a long history and richnatural resources. Since the Liberation, Tibet was in the kind care and support of theCPC central committee and the state council, new changes have taken place there.Especially with the Implementing the strategy for the development of the westernregions, the smooth operation of the Qinghai-Tibet railway, and more mainlandcompanies’ investment, as well as the assistance to Tibet pushing forward, the regionalpolitical, economic, cultural, and social construction has made great progress, theregion urbanization speeds up steadily, people’s standard of living increasinglyimprove and perfect.However, under the background of the local economic developing year by year,problems like the contradictions of resource shortages, livestock grass, resourcedevelopment and mass production emerged, which are inevitable and new challengesto be highlighted. Especially the resource disputes, such as caterpillar fungus resources,water, mountains, forests and pasture, mineral products has become and will becomethe important factor that affects the social stability in Tibet for a long time.This paper analyses the connotation of resource disputes firstly and then come tothe conclusion that the Tibet resources dispute is belong to the interests disputesincidents, it unique characteristics are comprehensiveness, seasonal, and regional.Reasons causing resources disputes in Tibet mainly contain three factors: ideology andculture, such as rich religion-consciousness, regional protectionism and weakness inthe understanding of law; economic aspect, as pursuit of profit and backward ineconomy; as well as institutional improvement, like unevenly distribution and lackingin supervise. The traditional customary law of loss value is limited in resources disputemediation. Considering the social development and the urgent needs of the religion andculture, this paper puts forward the significance of constructing scientific preventionand control mechanism. How to positive and effective response and dispose the resource disputes, toensure the good and steady economic growth social development, the governmentshould construct a set of resource disputes prevention and control mechanism which isrelatively comprehensive and objective, so as to ensure the regional peace of Tibet.，To built a scientific prevention and control mechanism to adjust various interestrelationship problems, to narrow the gap between the interests of the farmers andherdsmen and countryside, to encourage farmers and herdsmen masses to get along inharmony, to reduce the disputes caused by resource exploitation radically, measuresand strategies should be taken as follows: Firstly the government should establish andperfect the legal system mechanism, and strengthen the publicity of laws andregulations, making full use of all kinds of propaganda way to give publicity of thelaws and regulations closely related daily life, making the law going into the temple,into the village and into the door, as well,the government should strengthen cadre ofpeople, the law-abiding consciousness and knowledge for temple monks and leadersand guide them solve the resource disputes through the legal process; Secondly, thegovernment should establish and improve the appeal expressing mechanism, to makedemands expressing channels smooth, to make efforts to find the problems earlier andthen control it, resolve disputes in the bud; Thirdly, the investigation mechanismshould be established, insisting the mechanism of "unified leadership of partycommittees, the government is the leading factor, each related department do their jobspositively and cooperate closely; Fourthly, the key is to establish and perfect thecomprehensive conflict mediation mechanism, the government should make full use of"three ways","three forces","three big mediation" and combine them organically andcomprehensively to solve resource disputes in Tibet, make their roles playing to theirstrengths, so as to guarantee the social economic order healthy and stabledevelopment in Tibet; The last is to establish and perfect the guarantee mechanism, toset up remedy protection in township departments, to carry on poverty alleviationactivities in municipal departments in order to guarantee the mass production andliving of peasants who have difficulty, to e nsure the local social order and therealization of social stability in Tibet.
