| With the deepening of China’s social and economic reforms and the post-crisisera, some of the social issues become increasingly prominent, mainly includingUrban and rural poverty, unemployment, lack of basic living security issues andeducation crises. As a relief system for vulnerable groups, social assistance systemgain support from the state’s finance providing assistance to low-income groups,victims and other disadvantaged groups. It can not only help relieve the crisis ofsurvival, but also conducive to narrow the gap between the rich and the poor,safeguard social fairness and share of the fruits of development as well as protect ofhuman rights. Social assistance is the lowest level of social security, consisting ofsocial security system together with social insurance and social welfare, and to playthe role of ensuring sustained and stable development. How to maximize thepromotion of social welfare in order to achieve better effects of policies needs to betaken into account in the process of making the development of social assistancepolicies. Therefore, from the point of view of welfare economics, to explore the urbanand rural social assistance system especially in the process of building, should payparticular attention to maximize the social welfare, reduce the efficiency loss andgradually improve the social welfare and so forth, which will have very importanttheoretical value and practical significance.This article discuss about finding out the existing problems of urban and ruralsocial assistance system in our country according to the special needs for social reliefwork under the background of the Social transformation, and propose feasibleopinions and suggestions for the problems in social assistance system to furtherimprove its building, moreover, bring it into full play to protect the basic livingrights of vulnerable groups in society and stable the social order, which has importantimplications for the long-term development of the socialist cause of our country. |
