Social assistance is an institutional arrangement for the state and society to help citizens who are in trouble due to various reasons.Its purpose is to ensure the basic life of citizens.In category social security,social assistance is the very bottom,it mainly plays a role of safety protection,and provides the basis for the social environment and developing the healthy economicReform and opening up have injected impetus into the development of our country,the market economy is full of vitality,accompanied by social transformation,and the ever-changing poverty situation is also promoting the development and progress of our country’s social assistance system.For more than 40 years,China has also made great progress in the construction of the social assistance system,constantly enriching and improving it to meet the needs of social development.In 1993,Shanghai took the lead in exploring the establishment of the urban subsistence allowance system.This attempt achieved a breakthrough in the construction of China’s social assistance system from scratch,and also opened a new era of social assistance system construction since China’s reform and opening up.General Secretary Xi Jinping said that we must establish a multi-level social security system to coordinate urban and rural social assistance systems.The requirements for the construction of the social assistance system put forward in the report of the 19 th National Congress of the Communist Party of China represents that the future development of the social assistance system will enter a new stage,and it also helps us find out the new direction of the reform and development of the social assistance system.Zhangjiagang is a rich productive city which located in the the middle and lower reaches of the Yangtze River.Depending on the protection of social assistance,the economic is developing steadily and prosperously,Zhangjiagang devotes itself actively to building the social assistance all the time.However,in the process of construction and implementation of the social assistance system at this stage,there are still many shortcomings.The current development of China’s socialism has entered a new period,which puts forward new ideas for the construction of the social assistance system in Zhangjiagang City.Based on relevant public management theories,this paper carries comprehensive study on building social assistance of Zhangjiagang.The Chapter 1 introduces the background of studying the social assistance system and the theoretical significance of the related research,as well as the theoretical basis of studying the social assistance.Be familiar with the study’s depth and breadth of domestic and foreign scholar and innovation points by wide reading;Chapter 2 describes the current situation of the social assistance system in Zhangjiagang City;Chapter 3,based on the author’s field visits and investigations,engaged in social assistance with Zhangjiagang’s civil affairs,medical insurance,and grassroots townships The staff interviewed,summarized the problems in the social assistance system in Zhangjiagang City,and analyzed the causes of the problems;Chapter 4 selected Western developed countries in Sweden and the United States,domestic cities Shanghai and Wenzhou,and specifically analyzed foreign and domestic advanced models The content and characteristics of the social assistance system in Zhangjiagang City,summarizing the experience that can be used for reference in the construction of the social assistance system in Zhangjiagang City;Chapter Five puts forward feasible suggestions for the construction of the social assistance system in Zhangjiagang City on the basis of the previous research.
