It contains rich resources for traditional Chinese political civilization as well as a great value of the political, economic, legal and socio-cultural historical data. The form and content enriches through thousands of years of development of Guanzhen. As the canonic era of Guanzhen, Qing Dynasty reflects a strong atmosphere of Guanzhen culture, hence the ubiquitous evidence for its prosperity. But Guanzhen of Qing Dynasty also developed some unique characters as the development of the whole society. The combination of the active explorations and necessary supplement of promoters during government execution and reasonable transformation made by modern revolutionaries according to the historical background makes the philosophy and idea of Guanzhen of Qing Dynasty the inspiration and reference for administrative affairs as well as officials team building. This paper provided on a brief introduction of the origin and development of Guanzhen, focusing on exploring issues regarding Guanzhen of Qing Dynasty. First, analyzed and discussed the prosperity of Qing Dynasty Guanzhen from the aspects of the manifestation, the social background, and the motivation of the prosperity of Guanzhen of Qing Dynasty. Proved the great development and prosperity of Qing Dynasty Guanzhen. From the analysis of political, economic, cultural, and social factors, as well as the emperor, officials, and book retailers, the fact that the prosperity of Qing Dynasty Guanzhen is the result of multiple factors can be concluded.Second, summarized the characteristics of the Qing Dynasty Guanzhen into three categories of Pragmatism under the ideology trend of sophistication and feasibility, social-historical data value, and transformation of Guanzhen in the late Qing Dynasty. We can see that Guanzhen was born and fostered in a certain social environment and serves a certain socio-political, economic, cultural, and institutional purposes. At the same time, in order to survive the social environmental changes, Guanzhen conducted a self-adjustment and inner transformation.Third, studied cases of Qing Dynasty Guanzhen, taken "The Complete Book Concerning Happiness and Benevolence"(Fu-hui quan-shu) as the best example. Illustrated the relationship between the book and its author, explored preliminarily on the structure, ideology of Happiness and Benevolence, universal virtue, and influences and status of the book. Among which, the Ideology of Happiness and Benevolence that benefit people and patronizing the place, the "against official extravagance and obligate to love people" policy,"value moral means of conduct and selecting and appointing the capable", and "attention to details and prioritize pragmatism" plays an vital role in exploring the characteristics as well as the practical use of Guanzhen in Qing Dynasty counties and their administration.Finally, discussed the social value and influence of Qing Dynasty Guanzhen from the significance of the district administration practice and revelation to modern society. Achieved a comprehensive understanding of the value of Qing Dynasty Guanzhen by absorbing and learning from its essence as well as studying and introspecting its flaws, so that to better adapt the practical use of Qing Dynasty Guanzhen. Only in this way, Guanzhen would have a longer lasting vitality in the development of Chinese cultural history.
