Franklin Delano Roosevelt (1882—1945) for12consecutive years from1932to1945served as the President of the United States, is the fourth consecutive termpresident in American history. These12years is the period of the rise of the UnitedStates, these12years also is the United States from an isolated and closed countrybecame the world’s number one power. Roosevelt also because of his extraordinaryachievements, tied for the greatest president in the history of the United States, asWashington and Lincoln.In Roosevelt’s administration, during the first six years he speeded his maineffort for solving the economic crisis, to ease internal contradictions, to implement the"New Deal"; in the six after years the implementation of the ruling against theGerman, Italian and Japanese fascists personally led the expansion of the foreignpolicy line has played an important role in the World War II victory to win. In theperiod of United States preparing for war to going to war, his all efforts made theUnited States get rid of the history of the most serious crisis, thereby the U.S.economy, which laid the basis of economic, technological, political and militaryaspects of the post-war United States became a superpower.Franklin Roosevelt in domestic and foreign affairs have made greatachievements; this article is mainly selected in the thought of its foreign militarydiplomacy as a research point major graduate in world military advocate. This articleincludes five parts, namely content respectively is:The introductory part is about the research status of Research at home andabroad and the significance of the topic of the thesis, innovation and difficult.Chapter One is the causes and main content of Roosevelt early military powerthought. By his family background, life experiences, that moment’s globalenvironmental background as well as Theodore Roosevelt, Mahan’s influence to him.The study of this part’s contents was to show the entire course of development ofFranklin Roosevelt’s military thought. Chapter Two mainly discusses the reasons of Roosevelt giving up the earlymilitary power thought and produces complete disarmament thought, and the contentof complete disarmament thought. The reason is divided into three parts: the causesby Wilson’s impact; that moment’s domestic and international environment;Roosevelt himself a profound understanding of the complete disarmament thought.The complete disarmament thought mainly refers to all nations to disarmament, andno special existence including the United States. So he has made positive efforts.Chapter Three deals with another aspect of the disarmament thought that localdisarmament thought, from the reasons of Roosevelt giving up the completedisarmament thought as well the content of local disarmament thought of these twoaspects to discuss. Highlighted in this chapter Roosevelt’s idea on the post-war world,only the "Four police system" in Roosevelt’s post-war world made the partialdisarmament became a possibility. On this basis, he advocated the establishment ofthe United Nations and opposed the small country to maintain armaments.Chapter Four is about the producing influence of the Roosevelt WorldDisarmament thought and the implementation situation, the discourse from both theU.S. and countries around the world. In the review of his disarmament thought hasbeen mainly from complete disarmament thought and local disarmament thought.Thelatter is the key content.Franklin Delano Roosevelt was recognized as one of the greatest presidents ofthe United States in the20th century, has made a very important contribution to theUnited States and the world, and the propositions in his reign still affecting the worldnow. His disarmament thought, not as his expectation to implement because of itspower color, but his advocacy of disarmament as a tool of collective security is still inthe world play a very important role, which can be described as a major contributionto the world.
