Binzhou City Old-age Security Problem And Countermeasure Analysis

Old-age security is the safety net of the whole social harmony and stability, a veryimportant social economic system in modern country, and also an important symbol of socialcivilization. Improvement and development of the social old-age security system, is relatedwith the old age life of almost everybody and is also closely related to whether they can enjoytheir old age life or not. The construction of social old age security system in Binzhou City, iswith a low starting point and a weak foundation and there are also some problems existing.However, it is still under good development. Binzhou city old-age security system, taking thespirit of the Eighteenth Congress as the guide, will gradually establish a sustainable old-agesecurity system that everyone can enjoy the old-age security system.This paper is divided into five chapters:The first chapter is introduction. At first it introduces the current situation of aged peoplein Binzhou City, the efforts and achievements made in the old-age security in recent years,and the important social significance of good old age security work. Then it introduces theresearch status of old-age security at home and abroad. Finally it introduces the researchmethod and ideas.The second chapter discusses the theoretical basis for the old-age security in Binzhoucity. First it introduces the connotation of old-age security in theory, then it introduces thedevelopment history of old-age security reform in China, finally introduces the maintheoretical basis of Binzhou old-age security development.The third chapter is the analysis of the existing problems and their root causes inBinzhou city. First, it discusses the problems and shortcomings faced e.g. the coverage ofold-age security, the challenges of family old-age security and the basic old-age insurancefund investment, and then it analyzes the internal and external factors causing these problems.The fourth chapter is the introduction of some typical experience of old-age securityprograms both at home and abroad. This chapter first extracts three aspects from thedevelopment of old-age security in China and then discusses the enlightenment on thedevelopment of Binzhou social security system. Then it introduces experiences fromSwitzerland, Japan, Singapore and also their inspiration on Binzhou’s old-age security system.The fifth chapter is the countermeasures and suggestions on establishing and improvingthe old-age security system in Binzhou city. It discusses from five aspects, e.g. establishing amulti-level old-age insurance system; separation of the " basic pension " and " individualaccount pension "; the effective investment of pension fund to ensure its preservation value;The countryside mainly depends on family pension and takes social pension as thesupplement; Community plays full role in old-age security system.
