| Our country is a big agricultural country, and agriculture population takes a very large proportion, as a result, making sure that their survival right is guaranteed has a very important significance. To allowance those farmers whose income is below the line of subsistence security by establishing the rural subsistence security system to maintain their basic survival and be good to the maintaining of rural stability. This paper takes the current implementation status of subsistence security system in Huaiyang County, Henan province as the research object, we find that the life of most farmers is still very poor, and there are still many problems in the rural subsistence security system, such as the objects of subsistence security system is difficult to determine; subsistence standard is not scientific; subsistence guarantee fund source is insufficient;the lack of publicity and the protection object procedure justice is not high and the lack of relevant supporting measures by investigating and analysing the implementing status of the rural subsistence security system in Huaiyang County. According tot he key problems reflected in the process of survey, this paper carries on the earnest analysis, draws lessons from the successful experience of other places and puts forward many suggestions, such as the reasonable determination of subsistence assurance targets; making scientific subsistence standards; perfecting the government funding system; establishing and perfecting the mechanism of the surrender; establishing and perfect the working system and perfect relevant supporting policy. As a basic social security system in rural areas, the subsistence security system must be established effectively, and providing a generally and reliable basic living security for the rural residents. |
