With the rapid development of urbanization, the shortage of available urbanconstruction land has become the principal contradiction restricting urban development,and the resulting traffic congestion, environmental degradation and other problemscome one after another.Nowadays, urban land development and utilization of spacefrom the ground to the underground, which could expand the capacity of the city,enhance urban functions, improve the urban environment and achieve sustainabledevelopment of the city has become an inevitable choice.Therefore, governmentmanagement of urban underground space development is particularly important.Suzhou,as a typical representative of the second-tier cities in China, the research of Suzhougovernment management of urban underground space development has importanttheoretical and practical significance.This paper is based on the theories of urbanization, sustainable urban developmentand urban intensification development, with the guidance of urban underground spacedevelopment trends and goals, relied on on-site investigation of the Gusu district andthe Industrial Park of Suzhou,adopted several scientific methods to collect the data ofgovernment management of Suzhou underground space development.From six aspectswhich are the property rights regulations of underground space planning, systematicplanning of underground space, underground space management system, theinvestment and financing of the construction of underground space, technologyspecification of underground space and the concept of the underground spaceconstruction,this paper makes research and analyze of government management of underground space development of Suzhou ancient district(Gusu district) and newdistrict (Suzhou Industrial Park).The results show, the main reasons lead to Suzhou underground space developmentin government management including four aspects: the relationship between ownershipis not clear, the legal system is not perfect, imperfect planning system and managementsystem is not smooth. In view of this, this paper puts forward six recommendationswhich could further optimize the urban underground space development of thegovernment management,they are " clear division of ownership, effectively protect thesynchronization of the laws and regulations; promote planning in advance to ensurethat planning and strictly implement; innovate the management system, makepromotion of unified and efficient management; expand funding channels, strengthenpolicy support; clear technical specifications to ensure efficiently use of resources;update the traditional concept and make response to the construction of undergroundspace ".
