Research On The Development, Utilization And Management Of Urban Underground Space In Yangzhou City

At present,with the rapid development of social economy and the continuous growth of urban population,the management of urban construction is relatively lagging behind,affecting the efficiency of urban operation and restricting further growth.The development and utilization of underground space can alleviate a series of environmental,transportation and energy problems caused by "urban disease" in yangzhou,improve the efficiency of urban development,and promote the sustainable and intensive development of yangzhou.However,the development of underground space in yangzhou is still lagging behind,and there are many problems in the management of underground space that need to be studied and solved.This article from the perspective of public management,using sustainable development and underground space development and positive externalities theory,such as the configuration of yangzhou city underground space utilization,function,structure were analyzed,and the typical case of yangzhou has been the development of underground space was summarized,the management status quo of urban underground space,such as laws and regulations,property rights,underground space planning and so on in-depth analysis.This paper summarizes the problems existing in the development of underground space in yangzhou city,such as the unitary function and form of development and utilization,the insufficient amount of development,the unsound legal system of management,the imperfect property right relationship and the imperfect planning system.Drawing on domestic and foreign experience,this paper puts forward countermeasures and Suggestions for the development,utilization and management of underground space in yangzhou city.The purpose of this paper is to study the specific problems of the government in the management of urban underground space,explore the mechanism of the government’s role in the development of urban underground space,clarify the role of the government and public service functions,and then come to a scientific government management model suitable for the development and utilization of urban underground space in Yangzhou.
