The Study Of Government Emergency Rescue Mechanism Which Regard Fire Force As Main Stength

This paper analysis from the angle of public management in the aspects of fire forces, as an important force for emergency rescue operations, according to the reality, the capability of emergency rescue of fire forces the defects and other advantages and actual case in-depth analysis, make the goal and feasibility of higher. Analysis of how each participating rescue units organic to efficiently organize, so as to form a whole linkage mechanism involved in the rescue. First of all, this paper made explanations on the natural disaster and accident and emergency rescue, also explains the concept of the emergency linkage mechanism, the meaning and characteristics of public management as the theoretical basis of this paper; then, enhanced reliability of police fire forces emergency rescue ability, public security fire force is the main force of China emergency rescue linkage mechanism, fire forces in the command, agility, equipment management, modernization, professional skills, rich experience in the rescue, mass basis conditions have a strong advantage; secondly, the article discusses the shortcomings existing in the emergency linkage mechanism, such as:the mechanism is not sound, poor communication, command is not unified, the relevant agencies with not enough understanding, resource management, to participate in the rescue personnel configuration dispersion problems, reasons and in-depth analysis of the problem; finally, the paper puts forward specific solutions on how to strengthen the goal of perfection of emergency rescue mechanism in China:the force coordination of hardware and software development, improve infrastructure construction; vigorously carry out multiple joint exercise, enhance participation in emergency rescue unit combat capability; perfecting the social relief system, improve the rapid response capability, tried their best to save the collective or individual interests.
