Research On Emergency Rescue System Based On Fire Brigade

The emergency rescue involves all aspects of the community, the fire brigade as the main body to carry out emergency rescue, in the current academic circles and practitioners of research, has been basically reached a consensus.From the reality of the situation, the public security and fire forces with other organizations can not match the advantages, reflected in the equipment, organizational discipline, personnel quality, operating system, professional skills and practical experience, and so on. Because of the complex of the current emergency, the sudden impact, the impact of a large, the loss of a serious trend, so the requirements of the emergency rescue is also increasingly high.How to build a more effective emergency rescue system based on fire fighting has important practical significance to reduce the loss of life and property caused by the disaster.This paper uses literature research, comparative research and empirical approach to the construction of emergency rescue system is given priority to with fire thought has carried on the research and exploration. This article summarizes theoretical basis is given priority to with the fire emergency rescue, Tai'an City, for example, the comprehensive analysis of the current situation of Tai'an City emergency rescue system, fire fighting forces, finding out the existing problems, and analyzes the typical cases. Based on this, puts forward the Tai'an City predominantly fire emergency rescue system. The main conclusions and results were as follows:(1)Due to China's administrative system, emergency rescue system in the national basic similar, and Tai'an City is located in the eastern part of our country is relatively developed areas, fire fighting forces of equipment, equipment and emergency shelters and other part of the data is better than the national average. So this article analysis the problems found in the current domestic emergency rescue system are widespread, for Tai'an City proposed idea also accords with the practice of domestic, have certain reference significance.(2)Through the analysis can be concluded that, the emergency rescue system has the more can't meet the needs of the current emergency rescue more complex, to be based on fire fighting forces, real to establish a more effective emergency rescue system. Is given priority to with the fire emergency rescue system, the key is to solve institutional problems in emergency rescue, procedural problems, professional and rescue power shortage problem. By relying on the public security fire control team, set up Tai'an City comprehensive emergency rescue center, further clear fire fighting forces in the leading position of emergency rescue system, simplifying the program, optimization mechanism, improve the linkage mechanism, strengthen the team construction, make greater efforts to safeguard measures such as adjusting the command system, systematic, procedural and professionalism in the emergency rescue and rescue power shortage problem, can we achieve a more effective emergency rescue system.(3) Through data analysis, Tai'an City every fireman corresponding population is much higher than the world's major developed countries. With reference to the gap with the developed country, forecasting the city should increase 2909 firefighters, in order to make every fireman corresponding population is in the ideal range as far as possible;(4) According to the development process of the city, Tai'an city should now add two fire brigade(station), is located in the northeast and west respectively, various counties(city, area) should also be based on urban area increases gradually increasing accordingly.
