Research On Knowledge Reasoning Based On Public Crisis Case Database

Public crisis case contains a large number of knowledge, experiences that how to respond to unexpected emergencies. Since the public crisis is sudden and uncertain, the emergency commanding officers often make a strategic decision which rely on the historical experience and the knowledge of similar crisis case when confronting with unexpected events. Case base can be identified as an important component of the emergency decision system. How to efficiently organize the case base and to solve the crisis, the core issues are legitimate case representation and case reasoning.This paper firstly makes a wide range of literature review, and summing up the Development and Research of case base at home and abroad. The current domestic public crisis case bases are in the early construction stages. There is no good retrieval and analysis capabilities, and lack of knowledge representation and knowledge reasoning mechanism. It can’t meet the requirements of the decision support; Furthermore this paper explains the background, the conception and connotation and the application field of case-based reasoning and rule-based reasoning; Then it sorts out the comparative advantages and disadvantages of the knowledge reasoning basic theory and inference rules, based on this, the case attributes representation and inference rules building can be a point of departure, then it takes the history cases of public crisis case base as study sample to analysis crisis property characteristics and decision-making inference mechanism. As following this paper builds the combined knowledge reasoning framework based on CBR and RBR, and it carries on Knowledge representation and reasoning verified based on the angle of the case base of public crisis expectations. This paper Expects supporting on crisis management theory and practice, as well as making active exploration for the construction of public crisis case base.
