The research is about the university Presidents’"Hunan phenomenon" issues, selecting19Hunan Ji Presidents of the "211" university as the research object, by studying their relevant information widely, we found that Hunan Ji university Presidents have similar growing experience and personality characteristics, including:regional relative centralization, good family education, rich social experience, independent personality characteristics, and the courage to reform spirit of innovation, practical and realistic attitude and style of the competitive spirit, not fear.After characteristics, this study explores cause of the university Presidents’"Hunan phenomenon", to find that the special historical opportunity, Hunan local community education society fashion, the history of a lot of talents, heart, and dare to applying what is under the whole heaven, and sacrifice of Hunan culture, the history of running a traditional that the educators ran schools, the academic background of science and engineering and outstanding academic achievement and the efforts of individual factors and the characteristics of Hunan modern talent group grows the production of university Presidents’"Hunan phenomenon"Through the simple analysis about a lot of talent of the phenomenon of Hunan, combining the reason analysis on university Presidents’"Hunan phenomenon", we conclude that the growth of talent is the result of subjective and objective, the interaction of the internal and external factors, therefore, personnel training and talent development work should start from the two aspects of subjective and objective:build for environment, pay attention to the role of education and culture, pay attention to individual’s learning, and other aspects of the general improvement.
