With the consistent reform of the higher education examination for self-study learners and the increasing popularity of network learning, more and more people favor self-study network learning for its unique advantages. As an important part of it, the learning resources are significant in improving the quality of students’learning, reducing the cost of learning, raising the one-time pass rate. Based on the design and project of the resources of the registered learning on the self-study network, this paper studies the programming of the learning resources and a series are developed to do a beneficial exploration into the construction of the network learning resources.To begin with, this paper analyzes the design philosophy,"openness" and "sharing", brought by the "Open Educational Resources" movement for the construction of educational resources. On this basis, the successful cases and experience in the construction of long-term digital educational resources at home and abroad are referred to, for the further development of the concept of the digital educational resources design. With this idea, the framework of design-based research is introduced. Then the learning resources are designed and programmed under the development of this specific method. Second, the writer works out a questionnaire centering on the design and development of the network resources of the registered learning. The self-study learners in Wuhan are surveyed for their basic information, the style and time of their network learning, the arrangement of the learning content and the strategies and their requirements for the self-study learning network. The statistics are collected and analyzed.By combing the results of the survey with the characteristics of the self-study examination, the author begins to design and develop the resources of the self-study learning network. First, an overall design of the Network is made to define "what to design" and student programs developed in accordance with the needs of the teaching design are an answer to "how to design", forming related design documents and learning plans. Then, modeled on these documents and plans and complied with the rules of media presentation, the learning resources are made into products of three types, lecture notes, teaching materials and videos. Finally, after being examined and revised, all the resources verified are systematically integrated with the learning platform based on the needs of the learners and the features of the platform.
