Mainland China Adult Intellectual Disabilities Exploration And Reflection Of The Community Service

On promoting the concepts of normalization and community-based service and social integration, service models for mentally disabled people have been an issue thoroughly considered and repeatedly explored by people in the society. During the process in exploring the diversity in service models, every country has gradually taken the service basic point for mentally disabled people as fulfilling their requirements, and the final destination and fundamental target as improving their life quality and promoting their social integration in the society. This article provides an overview of a comprehensive statement about the presently mature community service model for mentally disabled people and its practical approaches; introduces some cases from Huiling’s history and experience in exploring the local community service model under China’s actual social conditions with its20years of service experience for mentally disabled people while12years in community service. The article analyzes the policy environment and relatively systematic process of Huiling’s promoting community service, as well as ways and means to carry out the services, and practical social work operation in servicing mentally disabled people. The article also introduces how to carry out community service for mentally disabled adults from the point of view of the system of macroeconomic policy, service delivery model, service quality assurance, as well as service quality assessment, which has theoretical and practical reference for people in this field.
