As a new model in school bus operating,"School Bus Transportation" follows the management model of "Supported by Government, Operated by Market", facilitates the travel of students to and from school, increases the safety factor, and also promotes the rational allocation of educational resources; accelerate the integration of urban and rural, so that good social benefit is created.But the operation and management of the school bus are in a chaotic state at present in most area of our country. There are differences in school bus operations in the different areas, but three modes basically summarize:school management, transportation management, and private business. Because of economic conditions are different, personal affordability is different in school bus fees which are not uniform. In order to pursue economic interests, some illegal school bus agencies place the expense of students’safety; employ a large number of vehicles not met the safety standards in operations. In this situation, the specification and specialize of school bus should be urgent achieved, and professional market of school bus must be developed to improve the transportation safety of school bus radically. Strong, rigid needs for school bus service is generated in Many rural and urban areas of our country, so the basic conditions for developing professional market of school buses already exist.The "school bus transportation " is worthy to be promoted and learn in theory, in order to improve the operation and promote the sustainable development of school bus, and allocation of educational resources more efficiently, school bus transportation should be included in the public service system by government and obtains financial subsidy. There should be buses meet the standards, socially-oriented operating companies, government subsidy for purchase of school buses, a sound regulatory and subsidy mechanism and so on, to realize "School Bus transportation ".At firstly, this article describes the meaning of school bus subsidy and cost regulation, analyzes the status and necessity of subsidy for school bus, and calculates the amount of subsidy by the method of cost regulation. Then the necessity of cost regulation is discussed from market failure theory, natural monopoly theory and externality theory, establishes the model to estimate amount of subsidy, including individual subsidy, investment returns regulation and service quality regulation regulator. When the amount of school bus subsidy is determined, the standard operational cost of school bus is considered, In other words, amount of school bus subsidy is determined from the perspective of standard cost, then the principle and method of cost regulation are formulate, and the experience is summarized. The last part studies patterns of school bus transportation in Zhangjiagang City as a case, whose experience is analyzed and summarized experience, and measures the operational standard cost to provide information for government to determine the amount of subsidy; On this basis, establishes and analyzes the mechanism of subsidy, and applies the operational conditions, the standard costs and the amount of subsidy to the other areas, who are ready to run the school bus transportation for reference.
